lpv:translated text	"Madam President, the late hour and technical difficulties will not prevent us from strongly criticising the Commission’s proposal for a second time. This proposal could result in European farmers losing out on 30% of the direct payments they receive. For many farms this is a substantial amount of money. The Commissioner may have mentioned certain concessions, but such major changes need to be announced much earlier to allow people to make plans for the future. If not, we run the risk that farmers will lose confidence in the European Union and the CAP, confidence which is at its lowest level among Polish farmers. The fact that this change will not affect farms receiving less than EUR 5 000 is little consolation. If anything the sum should be of the order of EUR 20 000."@en1
