"Mr President, Chancellor Angela Merkel spoke fine words here at the meeting in January about energy and climate change. Now it is time for action. I hope that the Chancellor and Germany will risk power and prestige to ensure that the EU takes the initiative and becomes a pioneer in the issue of climate change and its control. The prevention of climate change is reliant on two important factors: carbon dioxide emissions need to be reduced at a far greater rate than is currently the case, and the EU must be a lot more energy-efficient. It has been estimated that a response to climate change will eat into global GNP to the tune of roughly 1%; in other words, it will be expensive. The same calculations show, however, that indolence and just doing nothing will cost even more; in fact, a lot more. If the implementation of the Lisbon Strategy is to go ahead, then, we also need to take climate change into account and work to do something about it."@en1
