Mr President, Commissioner, ladies and gentlemen, this is not the first time that we have considered this matter; we have had a number of debates on it before, and no wonder, for the barrage of criticism we get from the public is particularly vehement in blaming the European Union – ‘Brussels’ – for something that this House was, for example, unable to influence and concerning which it received no adequate information or explanation as to why certain measures were regarded as necessary.
This process, in which we are informed without being allowed to enquire further or to seek a legal opinion, cannot remain as it is, for it creates a state of affairs that is ceasing to be sustainable. Even though these measures have been being implemented for some months now, passengers’ criticisms of them are no less strident. Why is this so? The reason is obvious, for we are now in the period of reflection. Let us consider that more closely. If a measure is understood to be directed against terrorism, nobody will reject it, provided that they regard it as necessary, understand what it is meant to do, and know that it can fulfil its purpose, but if – to take one example – people have the liquid for moistening their contact lenses taken off them and find later on that they can buy in the duty-free a bottle of whisky containing more than 100 ml, then nobody is going to think that that makes any sense at all, nor can the point of it be got across to them.
What is now needed is an explanation of where the logic is in depriving an airline passenger of a bottle of wine that he has brought with him when he can buy the same bottle in the duty-free shop later on. People have to have these things explained to them, or else they will not consent to measures that are needed in the interests of air safety."@en1
