"Mr President, I oppose the proposal to reclassify incineration as recovery rather than disposal: such a move will encourage incineration rather than reduction, recovery and reuse.
I welcome the idea that we should stabilise waste production by 2012 at 2008 levels. This will be difficult for a number of Member States, not least my own, where waste – domestic waste in particular – has increased by 44% over the last 10 years. The Environmental Protection Agency in Ireland has pointed out that something like 25% of domestic waste in Ireland is unaccounted for and we know that the Commission is already investigating a number of illegal dumps in Ireland where this domestic waste – and some industrial waste also – is going. There is a serious need to police the regulations we put in place: it is not enough to have laws in place, we have to police them and ensure that penalties are sufficient to deter dumping of this kind."@en1
