". I voted for the joint motion for a resolution that was tabled by five political groups and that concerns an initiative in favour of a universal moratorium on the death penalty. At a time when the third international congress against the death penalty is being held in Paris, it made sense for the European Union to restate its convictions and to ask that everything be done to obtain a universal moratorium on executions, with a view to the complete abolition of the death penalty. I write this with a certain sense of pride in belonging to a Member State that, on the proposal of its President, the President of the French Republic, Mr Chirac, and thanks to the wisdom of its elected representatives, will shortly be amending its Constitution to include a ban on the death penalty, as is already laid down in law."@en1
