In view of the fact that some EU Member States have a historical relationship and continued links with this region, either in political or in cultural and economic terms, the EU as a whole should strengthen these ties for the mutual benefit of both the countries in the region and EU Member States. Given the heterogeneity of the region, the dispersal of its communities and the specific problems arising from the insular nature of many of the countries in the region, there needs to be a European approach that is both flexible and balanced, with Europe already one of the biggest international donors. Coming from Portugal as I do, I can only welcome the rapporteur's calls for the Commission to set up programmes aimed at combating malaria in East Timor. I feel, though, that this call should be extended to other infectious and contagious diseases that are also devastating the country. I also welcome the attention drawn to the particular problems of Timor and endorse the call for the Commission to support the Timorese leaders in their efforts to build a democratic, stable, peaceful, free, prosperous and fair society."@en1
