"Mr President, I have, needless to say, voted in favour of the resolution on a worldwide moratorium on the death penalty, because I am a staunch opponent of capital punishment, not least at a personal level. I do want to make myself absolutely clear though. I may be opposed to capital punishment, but I do firmly believe that we should come down hard on crime. What I am trying to say here is that it is because of the apathy and cowardice on the part of many European governments that, as is the case in my country, serious common law criminals, assassins and child rapists, are systematically given early release, and so it is because of this laxity and this cowardice that people are calling for the reintroduction of capital punishment in Europe. As an opponent to capital punishment, I can see where these people are coming from, and my view is that proper account should be taken of the complaints lodged by them."@en1
