lpv:translated text	"Mr President, ladies and gentlemen, the day after tomorrow the UN will publish a scientific report that says that the earth is most likely to warm up by three degrees this century. If that happens it will mean that Greenland’s ice sheet will inevitably melt and sea levels will rise by at least seven metres. It will mean that the map of Europe will be redrawn. This has to be prevented. We have to take very urgent practical action to stop the earth from warming up any more than two degrees, which is the EU target. We need to move from rhetoric to practical deeds, however. In this context, it is hugely disappointing to see that today the European Commission has once again put off the issue of mandatory limits for carbon dioxide emissions. We need to understand that the most important factor of all is measures to improve energy and fuel efficiency. That also applies to transport. We cannot get round this by substituting biofuel for improved energy efficiency. If we try and do this, it will only mean that the environmentalists will turn against biofuel."@en1
