"Mr President, I do not know at the moment to which of our Rules of Procedure I should refer, but I am sure that you will be able to find one that justifies me getting up to speak like this. I would like to ask you, as the newly-elected President of this House, to ask the reform commission that is supposed to be discussing reform of the way Parliament works, to give us something that we need, namely a procedure that treats speakers with greater fairness than they are at present. When there is no break between the debate and the voting time, the last speakers on the voting list end up in the position that my friend Mr Wurtz has just been in, that of trying to do the impossible in speaking against the background of a Chamber into which hundreds of Members are streaming, none of whom are listening to what is being said because they all have something important to discuss among themselves. That is quite simply unacceptable, and I would ask you to see to it that there is a gap after the end of a debate and before the voting takes place, so that we avoid undignified situations like the one we have just experienced, with the chairman of a group having to fight for the floor, simply because the Members are not listening. That is simply not acceptable."@en1
