lpv:spoken text	". The European Parliamentary Labour Party welcomes the principle of the report, which aims to halve the number of fatalities on EU roads by 2010. The report is positive in the fact that it highlights the growing disparity in road safety between certain Member States. It also pushes for increased cooperation amongst stakeholders and the sharing of best practice. However, attempts to introduce road safety initiatives such as Daytime Running Lights (DRLs) and harmonised blood alcohol limits will do little to improve EU road safety. Evidence suggests that DRLs will place motorcyclists and pedestrians at greater risk. Rather than alter blood alcohol limits, Member States should focus on enforcing the laws already in place and effectively penalising offenders. As such we have decided to abstain on this report."@en1
