". I voted for this report. I particularly welcome Parliament’s desire for the EU to push for an International Treaty on the Arms Trade. We recognise that spending on arms is a diversion from achieving the Millennium Goals. No company in any country should profit from the misery and human rights abuses that we see, for example, in Darfur. Countries which speak the language of diplomacy should not be profiting from fuelling the conflict. As the report says, we need to find better ways to ensure the end use of our licensing systems is the intended use, not a diversion to regimes or opposition movements which inflict inhumane treatment. I also welcome the reference to export credit guarantees but wish the report had gone further. Member States should not be underwriting arms sales. At the very least this represents a distortion of competition and can lead to corruption. At its worst, it increases debt repayments and, as we have seen in Tanzania recently, makes it more difficult for poor countries to invest in health, education and true sustainable development."@en1
