"The own-initiative report on the Seventh and Eighth Annual Reports by the Council on the European Union Code of Conduct on Arms Exports has just been adopted by a large majority. I congratulate the rapporteur on the quality of his work and on the consensus obtained on this document. This report is careful to point out the need to adopt the Code of Conduct as a common position with a view to enhancing its legal effects on the control of arms exports and to harmonising national legislation on the subject. In the same way, it invites the European Union and its Member States to support the adoption of an International Treaty on Arms Exports under the aegis of the United Nations – something that I think would be useful. It also offers some necessary clarifications of the content and scope of the Code of Conduct and rightly proposes that respect for human rights should become a general criterion governing arms exports. Now more than ever, the European Union must do all it can to appear as a responsible global player, recognised for its efforts to combat the proliferation of arms, which is the source of many conflicts and of serious human rights violations."@en1
