". I voted in favour of the constructive report by UK Member Mrs Wallis, which concerns the recommendation for second reading for adopting a regulation on non-contractual obligations. Whereas, as a general rule, the law applicable to non-contractual obligations is the law of the country in which the damage took place, this report will, if it is complied with, enable the law of the victim’s country to be applied, for example in the case of bodily injury following a car accident. Given how complex situations can be, this position would enable people to be put back into the situations they were in before the accidents in question. A compromise still has to be found for compensating people for prejudice suffered due to defamation by the media, as Parliament wants the law applicable to be that of the country to which the published or broadcast material is principally directed or, if this criterion obviously cannot be applied, the country in which editorial control is exercised. The work on achieving a compromise will not be easy."@en1
