I voted in favour of the very constructive report by my fellow Member, Mr Savary, which concerns the recommendation at second reading for the adoption of the Directive on the certification of train drivers on the railway system in the Community.
I share the view that a distinction needs to be made between the arrangements governing drivers and those governing other on-board staff. Moreover, it is important that the process of certifying European train drivers be put in place quickly so that such certification is in operation at the same time as rail freight is developing, stimulated by the competition that will come with the economic liberalisation of this sector. These considerations are a guarantee of quality and, therefore, of security. I hope that the European Council will be wise enough to take account of them."@en1
