While cuts continue to be made and both regional rail services and international rail connections continue to be thinned out as a result, there are now calls from right across the political spectrum for more passengers and more freight to be transported by rail by employing the same practices used in freight traffic by road and the cut-price airlines. By separating rail management from the provision of services, they hope that private companies will reduce prices and attract more patronage by means of their customer-friendly outlook. I think that this approach will end up not yielding the desired result. All attention will be focused on reducing costs by closing lines, thinning out services, increasing prices and disposing of the many loss-making customers. The Savary and Sterckx reports do not do enough to compensate for Mr Jarzembowski’s liberalisation plans. The Savary report is vital in that it wishes to reduce the technical problems that have beset cross-border trains since electrification, while the Sterckx report has wasted the opportunity to force railway companies to make cross-border services better accessible and to maintain them.
