". Madam President, the new provision for building parliamentary capacity in ACP countries is particularly welcome. In recent years the European Union has committed increasing resources to election observation missions in ACP countries, but those of us who have acted as observers are acutely aware that a well-conducted election is only the very first step in the process of establishing good governance. Too many newly-elected parliaments have struggled in the absence of a trained civil service, or any opportunity to look at best practice in areas such as budget control, so the specific reference to enhancing parliamentary capacity is very important. However, the fact that MEPs’ involvement in the Cotonou Agreement is limited to the assent procedure is frustrating, especially as we take on new areas of scrutiny under the Development Cooperation Instrument. It would be helpful for us to have at least some input into the formulation of ACP countries’ strategy papers, which are the key instrument for the development of the Millennium Development Goals, now specifically referred to in the partnership agreement."@en1
