"I too should like to pay tribute to the quality of the German Presidency’s programme presented by Mrs Merkel. It gives meaning to European integration where a great many issues are concerned: more specifically, values, the institutions, the international role of the Union, the Doha Agenda, transatlantic relations, the partnership with Russia, the forthcoming Europe/Africa summit, energy and environmental issues, the development of our internal market and the need for better legislation in order to prevent bureaucracy. I have two comments to make regarding the start of this presidency. I regret that the President-in-Office was not present during the election of the President of the European Parliament on Tuesday 16 January 2007. Moreover, pursuant to Article 105 of the Treaty establishing the European Community, I believe that, without prejudice to the objective of price stability, it would have been useful to have addressed the issue of how the euro can be used to serve EU economic policy. I will support this excellent programme, which was drafted in political agreement with the future Portuguese and Slovenian Presidencies and which will be crucial to the major debates of the forthcoming European elections in 2009."@en1
