". In spite of its inadequacies and even some points to which we object, there are some positive aspects in this report in the area of protecting alternative and renewable energy sources. However, we would stress the fact that biofuels cannot, on a sustainable basis, resolve the major problems of energy dependency, as they are of only local technical interest and have a limited impact. Most importantly, the production of biomass and biofuels should not replace the main function of agriculture, which is food production. I wish to highlight the devastating effects of the production of various oilseeds in developing world countries, for example the destruction of vast areas of forest, and oilseeds are the raw material for producing biofuels in Europe. We therefore do not go along with the excessive emphasis placed on promoting energy crops for obtaining biofuels, given that such crops use scarce production factors like water and soil, as well as various fertilisers. We therefore feel that the best thing would be for the Community to support the production of biomass and of biofuels obtained from various organic waste sources, such as forest residues, solid and urban waste, edible oils and waste resulting from the treatment of waste water."@en1
