I would like to congratulate Mrs Morgan for the initiative she has taken in drawing up a report on the Green Paper presented by the Commission on a European strategy for sustainable, competitive and secure energy. Indeed, today we have to respond to some big questions about the future of Europe: how can we can guarantee a secure energy supply at prices that are predictable and affordable, particularly for the poorest citizens? How can we reduce our dependence on fossil fuels and on a few producer countries at a global level? However, I have had to abstain from the final vote because I think that the proposed complete separation of the ownership of energy networks will not allow us to respond to these questions in a decent way, particularly questions about the security of investments and supply. As Vice-President of the EU-Central Asia Delegation, I am concerned about the call to increase energy supplies from Central Asian producers such as Kazakhstan, Turkmenistan and Uzbekistan. These countries are in fact zones where there is little respect for democracy or for the rule of law, and I think, like President Borrell, that one does not exchange petrol, gas or electricity for human rights."@en1
