"Mr President, I voted for the 2007 European Union budget. European Parliament budget rapporteur James Elles, a United Kingdom representative, undoubtedly has his own vision for the formation of the European Union budget and allocation of its funds. I believe that it is largely because of his efforts that the 2007 budget is innovative and based on the ‘value for money’ principle. I am pleased that a compromise was reached with respect to the financing of European Union common foreign and security policy, the application of the flexibility instrument, defence of the European Union’s outer perimeter, and financing of the life-long education programmes. I am happy that we will begin the first year of the new financial perspective with a confirmed European Union budget in place."@en1
