"Eluned Morgan’s report about the Commission’s Green Book on the Energy Strategy has, in the course of Parliament’s discussion of the topic, gone through numerous amendments from a slim draft report to a weighty report. Most of the European Union’s energy issues are covered therein. I would like to express my sincere thanks to the rapporteur for the hard work he has done. I do, however, also have a critical comment. Clause 66, which contains the hope that Russia would sign the Energy Charter, is probably now obsolete, considering Mr Yastrzhembsky’s Tuesday statement. On the far shore of this continent, in Sakhalin, Shell is withdrawing, and on the opposite shore, in the Baltic Sea, the harmonisation of issues related to the gas pipeline has reached a decisive stage. Here I would like to highlight the positions under discussion in Sweden and those that emphasise national sovereignty. I say this in order to underline the need for a common European energy policy, which is absent from the report and of critical importance in comparison with everything else. Although it is the first point in the opinion by the Committee on Foreign Affairs, but it has not received adequate emphasis in the report."@en1
