"Mr President, I would like to begin by congratulating the rapporteurs and pointing out that the problem of energy, which is the focus of our concerns today, will continue to be a problem over the coming years, probably to an even greater extent. As the rapporteurs have said, I believe that the proposals in the Commission’s Green Paper are timely and necessary and that the work being done by Commissioner Piebalgs deserves to be highlighted. Having said that, I simply wish to say that consumers must of course be placed at the centre of the energy policy, since we are talking about a public service that must be accessible to everybody, not just to those of interest to the market. Over recent years, we have been prioritising the creation of the European market, but we have seen that that is not enough. Many countries are showing great reticence when it comes to applying the legislation. Just this week, the Commission has sent reasoned opinions to sixteen Member States. I believe that we must ask ourselves why the market is not progressing and why there is not sufficient confidence and that the answer lies in the need for a common energy policy, and not just in the external field. We need cooperation and solidarity amongst the Member States because, otherwise, it will be very difficult to achieve our objectives and meet the challenges facing us."@en1
