"Mr President, Commissioner, we support the reports and I congratulate the rapporteurs. I would mention two matters. We do not just have a problem with imports of energy, creating uncertainty, but also one with our own actions here in the Union. Our spare energy capacity stands at 4.8% and is falling every year, while before it was 15-20%. We have therefore drifted into crises as a result of our own actions. Now we need to invest in new capacity, networks need to be built and improved, and we really must now ask governments to help. We obviously also have to put a lot more effort into addressing the problem of energy consumption.
The other matter is that energy has become not just a political issue, but also a social one. The poorer the consumer, the harder the situation is for him when energy prices are high, and this consumer should be at the centre of energy policy, just as it says in Mrs Morgan’s report.
I would also like to ask the Commission what it intends to do to improve social energy security."@en1
