"Mr President, the German Presidency of the European Union looks set to be a test. A test of the ability of the institutions to take account of the will of the nations. The period of reflection is going to come to an end and the hurdle of the French elections will have been overcome. Those who did not want to accept the demise of the Constitutional Treaty are going to be able to go on the offensive. Dividing up, decoupling and chopping up: the recipes are many, the plans numerous, but none of them propose a real alternative to the supranational project. Only the means of bypassing the Dutch and French referendums are considered, and the positions adopted – I should say the threats made – by Mrs Merkel do not bode at all well. While those who are against the Constitution are scarcely tolerated within our Assembly, do not forget that they are heard by the people. Under those circumstances, I can only reiterate my warnings. The German Presidency must not be the one to do irreparable damage by reviving a Constitution that no one wants, apart from the system, and I dare to hope that this Assembly is not just a chamber that echoes the system, but that it still aspires to represent the nations of Europe, nations that want to remain masters of their own fate on their own soil, that is to say, to be sovereign nations."@en1
