"Mr President, it is the end of a pretty unspectacular Presidency and perhaps we should be grateful for that. I expect there will be some more fireworks with the Germans in the next six months! As we head to this summit I suspect that the headlines will be about the Turkish debate, and perhaps we will hear more about climate change. My concern is what is discussed in the area of freedom, security and justice. There was an attempt made in September at Tampere to change this issue from one of national vetoes to qualified majority voting. Those of us who come from countries with a custom of common law believe our rights to trial by jury, the presumption of innocence before guilt and habeas corpus to be absolutely essential. We do not want the European Union to use the horrors that have happened around the world as a beneficial crisis in order to increase its own powers. Indeed, if we take away from people their individual freedoms and liberty in the name of fighting terror, we have actually conceded a victory to the terrorists."@en1
