"Mr President, it is a good thing that REACH takes, as its primary purpose, the protection of human life, of jobs and of the environment, but the way in which the protection of people and their environment is organised will have adverse effects on Europe, resulting in a massive build-up of bureaucracy, several thousand pages worth of superfluous regulations, and, in the long term, the relocation of jobs and a consequent reduction in the active workforce. I do not see this as something that we, in Europe, should be voting for. Less employment and more bureaucracy make for the sort of Europe that we do not want. The decision was made difficult by the fact that the Compromise 191 with which we were presented was preferable to the alternative that was already on the table, and, that being so, I have neither voted to adopt this poor compromise nor opted for outright rejection. It is for that reason that I have abstained from voting."@en1
