"It continues to be the Union's job to remove the structural barriers which trade liberalisation and the open markets are facing. We need to harness the benefits of globalisation to increase employment and raise our citizens' living standards, as we will otherwise suffer its disadvantages. While globalisation is associated with positive developments at a European level, it can cause serious problems leading to acute economic and social trauma in individual areas. The Community, as a whole, enjoys the benefits of globalisation, but problems that may have a negative impact can arise at the local level. The Community's job is to provide workers with appropriate, effective support enabling them to access the labour market. This is also dictated by the duty of solidarity. Rapid, effective help is required in these areas, which is why I welcome this new fund, in addition to the existing funds. But to ensure that this programme can provide a real panacea, a suitable budget is necessary. We must not be prevented from doing this by the unrealistically high cofinancing commitment, nor is it ideal if we exclude smaller areas from this opportunity to improve their situation."@en1
