"The June List believes that cross-border animal diseases are an important area for cooperation within the EU, but it is not for the EU routinely to finance the fight against animal diseases.
We want to point out that, in the final analysis, it is the responsibility of the Member States, both financially and in terms of the measures taken, to combat animal diseases and zoonoses within their respective territories.
We therefore object, in particular, to Amendment 6, tabled by the European Parliament’s Committee on Agriculture and Rural Development, whereby each Member State would be able, depending on its specific circumstances, to submit national programmes to be financed by the EU.
We are voting against the report as a whole, since it is based on the European Union taking major financial responsibility for combating animal diseases. EU funds are not a horn of plenty that can constantly finance measures within the agricultural sphere. Sweden, for example, has conducted a long and successful fight against salmonella within its own borders and is proof that the Member States themselves can engage in such battles without the need for funding by the European Union."@en1
