lpv:translated text	". I am firmly convinced that Bulgaria and Romania are part of Europe and, as such, should become full Member States of the EU. I do, however, regard the coming New Year as a premature time for them to do so, since there is evidence in both countries of deficits in the compliance with, and enforcement of, European requirements. In view of the multiple documented instances of both countries’ tardiness in complying with the accession criteria, particularly in relation to the combating of corruption and the presence of a functioning system of justice, I think it indefensible that the safeguard clauses for which provision has been made are not automatically being invoked with effect from 1 January 2007 in respect of the economy, the internal market, justice and home affairs. It is for these reasons that I have been unable to vote in favour of these reports today."@en1
