"Mr President, let us be honest and say that the Bolkestein Directive was better, as it truly opened up the services market, and that the objections expressed in this House run contrary to the spirit of solidarity in the European Union. However, this very difficult compromise clearly is of some value, and is better than having no directive at all. That is a fact. Are there any causes for concern? Well, to call a spade a spade, the large number of exceptions are a problem. I would hesitate to call this a success, and would also refrain from saying that this is a historic moment. Let us wait to see what happens in practice. These exceptions may create a situation where the ubiquitous Polish plumber becomes an unwelcome guest.
