"Mr President, Commissioner, there is no doubt that Parliament has done a huge amount of work on this directive and that this text bears very little relation to the directive proposed by the Commission two years ago. However, as we have just heard in this House, the fact that the European Council changed a number of important sentences after first reading means that the second reading does not go far enough, which is a pity. Thus employees, our fellow citizens and consumers no longer really see the need for a directive on services. It is difficult for them to understand today that liberalisation is taking place without there being anything precise on social services and health services. There is still too much vagueness, too many grey areas, in this compromise proposed by the Commission and the European Council."@en1
