"Mr President, gambling is not just another service, it is a dangerous activity. It is dangerous because people’s innocence and ignorance is being exploited. In the majority of our Member States, gambling is currently subject to regulation. I do not understand how it can be possible for supranational bodies now to be planning to impose a liberalisation of gambling services on the Member States, when the majority of our societies do not accept it. The United States Congress recently banned on-line gambling, and it seems to me that, at the moment, we should follow the US example in the European Union, on the one hand, in order to protect our consumers from mafia organisations and, secondly, in order to protect all those social institutions in each of the Member States that currently rely on legal forms of gambling permitted by national authorities. I therefore believe that the Commission is right to look into the issue of gambling, but it must deal with it from the point of view of consumer protection and the protection of the institutions currently benefiting from legal gambling in the majority of our Member States."@en1
