"Mr President, it was with real pleasure that I welcomed the points of the last two parts of the programme presented, that is to say the part containing strategic initiatives and priority strategies. It specifically addresses communication, and I would like to thank Commissioner Wallström for preparing this unusually important section, particularly in 2006, as 2007 is to be a crucial year. In 2007 internal reforms will have to be undertaken, and preparations made for constitutional reforms primarily geared towards the introduction of the European Constitution.
However, I fear that the Commissioner was left without support here, and that the Commission does not attach sufficient attention to this area, and is not giving her sufficient assistance in the preparations needed for reforms, even though they are her own. I would like to ask the Commission what it has done to enable it to operate under new conditions in 2009, under a new treaty, and will there be a greater number of commissioners or not?
The final matter I would like to raise are the internal affairs of Europe, which should be a better and safer place for all of our citizens to live. This is the expectation of all citizens of the European Union, but the citizens of the new Member States are in a less favourable situation. They have fewer rights in many areas and are discriminated against in areas such as cross-border travel, where the SIS and Schengen are concerned, and I would like this element to be eliminated. If this fact were eliminated, we would no longer be discussing forced labour camps in Europe."@en1
