"Ladies and gentlemen, the MEPs from the Czech Civil Democratic Party today refused to support the Goepel report on the proposal for a Council regulation laying down rules for voluntary modulation of direct payments. The report rejects the proposal tabled by the Commission, on the basis of an agreement with the Council, to increase the flexibility of the common agricultural policy (CAP) basing it more closely on actual national conditions.
This is a ridiculous position for Parliament to take, and one that we cannot support under any circumstances. The CAP currently discriminates against all of the new Member States including the Czech Republic. The rapporteur’s reference to the principle of prohibiting discrimination thus makes a mockery of all farmers in the new Member States. Discrimination against these farmers is actually taking place. This year they received 35% of appropriations in direct payments, as opposed to the 100% received by farmers from the old Member States, and this explains why we voted as we did."@en1
