"Madam President, I was interrupted in the middle of my speech because apparently you were not correctly informed of the amount of time available to me. I was unable, therefore, to make what I believe is a very important point and draw to the attention of this House other words that are included in the House of Lords’ report published last night, which say – and Mr Kallas omitted to mention them – that the Commission should focus on requiring officials and existing audit bodies to take responsibility for their systems and accounts, and that this process should culminate in the requirement for the Secretary-General of the Commission to sign an assurance that the Commission’s annual accounts are true and fair. That seems to me to be one of the most important statements we have yet had on the process of improving standards in this House, and I wish to make sure it is fully understood."@en1
