lpv:translated text	". The Posting of Workers Directive 96/71/EC is an important milestone in European labour legislation. The Schroedter report highlights problems with the directive’s application, thus responding to a Commission communication – promised back in 2004 but not appearing until April 2006 – in which the Commission has tried, by referring to Court of Justice rulings, to restrict the control measures available to the Member States. The Schroedter report redraws the balance between economic liberalisation and social protection. Accordingly, certain administrative measures (for example, social inspection of bogus self-employment, collective labour agreements) can no longer be seen as restricting the free movement of employees within the EU’s labour markets, an opinion also shared by the Court of Justice. The conditions for minimum pay, working conditions and health and safety at work, as well as the principle of the receiving country, are important instruments in preventing social dumping and unfair competition. At the same time, they ensure that employees and service providers are treated fairly. Thanks to this report, the neo-liberal course which Europe has been steering for years is given a more social dimension. The European Parliament must bear its responsibility with regard to the social protection of workers, and that is why I support the Schroedter report."@en1
