". The purpose of this proposal is to extend the derogations granted to fishing fleets in the outermost regions until 31 December 2006, and subsequently until 31 December 2007. These derogations relate to the entry/exit schemes of the fleet capacity and the provision of aid for the renewal and modernisation of the fleet. It was a matter of great urgency that this proposal be adopted, in view of the specific structural, social and economic realities of the fishing industry in the outermost regions, for example the Azores and Madeira, coupled with the permanent difficulties and constraints faced by these regions, such as their limited markets and their remoteness. The crux of the matter is that the existing economic activities – in this case fisheries – of many of these regions are of major socio-economic importance, for example in ensuring that people have fresh fish to eat. Given the need for these derogations, and in view of the fact that the situation facing the fleets is down to structural rather than economic factors, as the Commission and the Council have acknowledged, the derogations should be made permanent and be included in the European Fisheries Fund for 2007-2013."@en1
