"It seems to me that the Member States are muddling their way through to creating an agency that will not have within its responsibilities the very subject area where EU action is most likely to cause problems with regard to human rights.
I have a further question: does the Council not agree that we seem to be creating more and more agencies, like confetti sprinkled around the Member States, so that everybody has one, rather than when there is a real need – not so much this one, perhaps, but many of the others that have been created? All of them have a top-heavy structure with a management board with representation from every Member State and an administration that is sometimes smaller than the management board."@en1
