"Madam President, the initiative of the Kingdom of Belgium with a view to the adoption by the Council of a Framework Decision on the recognition and enforcement in the European Union of prohibitions arising from convictions for sexual offences committed against children of November 2004 is at present being debated by working groups in the Council. Most recently it was discussed by the criminal case cooperation team in October, just a week ago. An examination of the initiative also forms part of the discussions which the Council working groups are holding on other proposals, such as that for a Framework Decision on taking account of convictions in the Member States of the European Union in the course of new criminal proceedings and that for a Council Framework Decision on the organisation and content of the exchange of information extracted from criminal records between Member States. There are thus two other proposals for framework decisions on the table. The aim which these instruments have in common is to create structures to ensure that details on someone’s criminal background are available generally and readily. When all the Member States have eventually implemented these acts in their national legislation, it should be easier to prevent a convicted individual from working with children or committing crimes against children once again. The Council is therefore continuing to debate these proposals for framework decisions."@en1
