"Mr President, Commissioner, I wish to express my congratulations on this initiative. We note with concern that the Basel Convention is infringed at least 10 times a year, with toxic waste being sent to Africa. The recent incident involving the pricked consciences in the European Union. The Union needs to proceed with the criminalisation of illegal practices in connection with movements of toxic waste. At the same time, the attention of the European SeaPorts Organisation needs to be drawn to the strict application of rules governing movements of toxic waste by its members. In particular, the need should be emphasised for information for the public, internal agreement and information between the departments involved and the operation of the register for recording qualitative and quantitative data and quantities of waste moved and produced. All this must be transparent and accessible to whomever it concerns, in order to prevent the tendency for the economies of Africa to develop into various toxic waste industrial management sectors."@en1
