"Mr President, the extraordinary summit meeting held in Lahti should be considered a success. The EU had a joint message for the Russian President on energy policy, democracy and human rights. The discussion must, however, be seen as only the start. Just as the Chairman of the Socialist Group in the European Parliament Group, Martin Schulz, said, we now need concrete action. Whether speech is translated into deeds will be seen in the very near future, when we begin to negotiate the actual details of the EU-Russia agreement. It was important at the Lahti meeting to have spoken with Russia and not just about Russia. It was good that the discussions on energy also included consideration of the future. Although it may seem that the most important thing in the short term is the availability of energy, it was good that attention was paid to the future. Fortunately, it was left over from the session on innovation on the Lahti agenda. Our challenges in the area of energy policy and the answer to the problems of the future lie with innovation and with how we can start to exploit renewable energy sources and develop technology to save energy to a substantial degree. We have to get to a stage where over the long term carbon dioxide emissions will be cut by 60-80%, and this can only happen if we have a genuine common will as Europeans to invest in renewable sources of energy and energy savings. Furthermore, a social Europe was on the agenda at Lahti, not on the agenda of the summit itself, but on that of a separate labour market meeting. Employment and improved levels of employment are a very important component of the competitiveness of the European Union, and should therefore be clearly visible at all meetings."@en1
