"Mr Mitchell, the Commission does not expect the accession of Bulgaria and Romania to the European Union to have immediate effects on the composition of the euro zone.
Following their accession, on 1 January, both countries will take part in the Economic and Monetary Union as Member States, with derogations, and they will participate fully in the multilateral supervision of economic policies, as laid down in the Treaty, just like the Member States of the Union that do not belong to the euro zone.
From the date of their accession to the European Union, and since they will not be members of the euro zone and will not have an opt-out clause, Bulgaria and Romania will have to work towards complying with the convergence criteria with a view to being able to adopt the euro in the future. For the other Member States of the euro zone, however, I cannot see any immediate effect whatsoever apart from the very positive fact that the Union will have two new Member States."@en1
