"This is an important report, much of which deserves to be implemented. Urgent action is required to improve recovery rates. However, my British Conservative colleagues and I are unable to support the report overall because we do not accept in principle that the long-term solution to many of the problems in this field is the establishment of a European Public Prosecutor, an idea which is reiterated in this report (paragraphs 43-45). Such a Public Prosecutor would be an unacceptable interference in the constitutional responsibility of Member States for their judicial systems. Furthermore, as there is rightly widespread opposition to its introduction, emphasising its necessity is a dangerous diversion from tackling the real problems at hand. For this reason we are obliged to abstain on the final vote."@en1
