"Madam President, ladies and gentlemen, the debate has brought forward the themes of prevention, the quality of health intervention, the urgency of research, and the right to dignity and to work. These themes form an integral part of the Lisbon Strategy. Parliament's political objective is therefore to indicate the urgency of coordinated action, something that the Commission must carry out by assuming a stronger and more visible leading role in relation to the Member States. It is not enough to set targets for 2008: we need to monitor them, take corrective action and understand what progress is being made. There are no prizes for model countries in this field, nor are there penalties for those which do not make progress. I therefore propose to the Commissioners that they introduce a kind of blacklist for nations that do not make any progress, as we have already done for airlines that do not guarantee safety. Let us use the strength of public opinion, united with the scientific community, to support Community policies."@en1
