"As the representative of a new Member State, I am very glad that the second generation of the Schengen Information System is nearing completion. The problem, however, is that the completion of the information system has been delayed. Whereas in June the Council confirmed that everything was under control and that the deadline would not change, two months later the situation was different. Today it is apparently clear to everyone that the expansion of Schengen will be delayed, but it is not clear exactly how long this delay will be. I believe it would be better for all parties if an honest answer were given to all those concerned as to when accession will take place. The new Member States have made a strong effort, and this must continue. We have problems in Estonia too. Our homework would, however, be much more effective if there were certainty concerning the future. Freedom of movement is not the only issue; there is also the fact that the uncertain situation creates mutual distrust. How does the Commission plan to act in this situation, and what would the deadlines be? This is a very important question today."@en1
