"Mr President, the delay in extending the Schengen area will have both political and financial implications for the new Member States. The political implications will involve a deepening of the divide between those who are equal and those who are more equal within the Union, just when that gap should be disappearing. The financial implications will be considerable, because the bulk of the costs of the delay will have to be met by the new Member Sates. I very much hope, therefore, that most of these costs will be met from the European Union’s budget, as proposed by the eight countries in the Salzburg Forum. I also hope that henceforth the Commission will play fair with the new Member States. The Commission was aware of the scale of the delays a long time ago, but chose not to make them public. What is even worse is that it is planned for the old Member States to join SIS II in June 2008, but the new Member States will only be able to join in the distant future. They may not be able to do so until the end of 2009. Discriminating against the new Member States in this way is simply unacceptable."@en1
