lpv:translated text	"Mr President, on 29 August UN Secretary-General Kofi Annan tabled a study on violence against children by the independent expert Paulo Sérgio Pinheiro before the General Assembly. This study describes in the blackest terms the phenomenon of violence and child exploitation in the world, highlighting the serious infringements of the rights of the child. This study is a wake-up call for the collective conscience of mankind and a call to take action to defend fundamental humane principles and values. I believe, to take advantage of the presence here of Commissioner Frattini, that this UN study should be the subject of debate in the institutions of the European Union, especially the European Parliament, in conjunction with the recent communication from the European Commission on a European strategy for the rights of the child. The European Union must be at the vanguard of a common system of rules for the protection of children's rights which are binding on all the Member States."@en1
