"The European Union has always presented the protection and promotion of fundamental rights as one of its basic policy objectives. In this respect, the creation of the agency to protect and promote these rights is an important tool in meeting this objective within the framework of the recently endorsed ‘The Hague Programme’ action plan. Establishing this agency is therefore a very practical step, as it is a new initiative that will allow the collection and analysis of data at EU level by a genuinely independent centre of expertise. Proposals from the Commission have legitimately given rise to a wide-ranging debate on the scope of the competences of such an agency. By expanding the mandate of the European Monitoring Centre on Racism and Xenophobia, we should ensure, on the one hand, that the focus on racism and xenophobia remains an important character of the agency and, on the other, that the agency’s independence, not only with respect to the EU institutions but also with respect to the Member States, is maintained. Despite these concerns, I am optimistic that the European Parliament during the vote will broadly welcome the text proposed by the rapporteur."@en1
