"Mr President, ladies and gentlemen, I speak on behalf of the new Italian Socialist Party. The proposal for a Council decision to extend the powers of the current European Monitoring Centre on Racism and Xenophobia is an important step in the right direction. At a difficult moment in time, when the global requirements for security and stability are clashing with citizens’ rights and when discrimination even in the Western world is still a serious source of friction among communities, ethnic groups, religions and the underprivileged, it has become vital to monitor these developments by means of a body with a strong, extensive remit. I am therefore in favour of the proposal to extend the powers of the new Fundamental Rights Agency to include the ‘third pillar’, and thus intergovernmental cooperation in police, judicial, immigration and terrorist matters, since these sectors are becoming more and more closely associated with Europeans’ everyday lives, and consequently with respect for the fundamental rights guaranteed by our Treaties. I also support the approach presented by this Parliament to encourage dialogue with civil society and to cooperate with all of those bodies, especially non-governmental ones, that both at local and at national and European levels do a great deal to help improve the human rights situation within the European Union."@en1
