lpv:translated text	"Mr President, the question we are discussing today in this House is not whether fundamental rights should be observed. We are not debating whether human rights are fundamental to our functioning within the European Union. What we are debating is whether yet another agency within our structures, another agency which will cost tens of millions of euro, really will be an instrument which will contribute towards the observance of and respect for human rights not only within the Member States, but also in the countries with which we have relations. I myself categorically reject the view put forward by some in this House, namely that we need to convince our electorate that we do care about something, and are therefore setting up an agency for that purpose. This is a flawed way of thinking, and it is wasteful. Our electorate will not be convinced of our concern. What they will be sure of is that we are spending their money, and therefore that we are even more cut off from them. It is the European Parliament we are all Members of that is the human rights agency for Europe. Of course we should gather data about the observance of human rights, but we should do so by spending money on supporting non-governmental organisations, rather than on yet another agency within our structures."@en1
